Lessons in Interdependence from the Pandemic Era

Speaker Introduction:

Meenakshi Lekhi – A Voice for Ethical Global Engagement

Meenakshi Lekhi’s career bridges the worlds of legal advocacy, parliamentary leadership, and global diplomacy. As a senior member of India’s ruling party and an experienced Supreme Court lawyer, she brings a deeply informed and principled voice to international forums. Her approach to foreign policy and globalisation is rooted in India’s constitutional values: pluralism, nonaggression, and inclusive development. Ms Lekhi argues that the ethical foundation of international engagement is as critical as economic capacity. She emphasises the importance of dialogue, decentralisation, and mutual respect in reshaping the global order.

Moderator: Priyanka Sharma Pahwa, News Anchor, WION

Prepared by: The ABLF Research Council
Event: The ABLF Talks, hosted virtually at the ABLF City

Executive Summary:

The ABLF Talks Live session at the Virtual ABLF City brought to the forefront an urgent reconsideration of the principles and mechanics of globalisation in the aftermath of COVID19. Ms Meenakshi Lekhi, Minister of State for External Affairs and Culture, India, articulated a powerful and nuanced vision for transforming global systems. Her perspective, rooted in India’s pandemic-era policy innovations and constitutional values, calls for a transition from exploitative economic models to frameworks grounded in equity, trust, and human dignity. This white paper synthesises her key insights into a coherent narrative for a more ethical and resilient global future.

COVID19: A Global System Stress Test

The COVID19 pandemic served as a comprehensive stress test for the global system. It disrupted international supply chains, highlighted disparities in access to healthcare, and revealed the limitations of existing multilateral institutions. With over 6.9 million lives lost globally, the pandemic underscored the peril of pursuing interconnectedness without adequate safeguards for equity. While capital and information moved seamlessly across borders, essential goods like vaccines and medical supplies were hoarded by wealthier nations, leaving the Global South exposed and vulnerable. This crisis made evident the need for a recalibrated approach to global governance, one that ensures resilience, accountability, and shared responsibility.

India’s Pandemic Response: Capacity, Compassion and Contribution

India’s response to COVID19 was characterised by a rapid mobilisation of resources, despite facing formidable structural challenges. The country’s massive population, infrastructural gaps, and socioeconomic divides made pandemic management particularly complex. Yet, India swiftly scaled the production of personal protective equipment, ventilators, and diagnostic kits. Its vaccine diplomacy, embodied in the ‘Vaccine Maitri’ Initiative, demonstrated that selfreliance could underpin global solidarity. By supplying lifesaving vaccines to over 150 countries, India established itself as not only self-sufficient but also as a benevolent global actor. The Atmanirbhar Bharat (Self Reliant India) Initiative encapsulated this ethos, promoting a model where national resilience reinforces international cooperation.
